On Monday, March 6, President William Ruto signed the Supplemental Appropriations Law (National Assembly Bill No. 4 of 2023).
The Supplemental Appropriation Bill, 2023 proposes to authorize the issuance of Kshs 200.7 billion from the Consolidated Fund and use it toward the supply provided for the service of the year ending on 30th June 2023, according to a dispatch from State House.
“As a result, the Law also decreased the supply to the various votes by Kshs. 143.73 billion. The telegram stated in part, “This will play a crucial role in catalyzing economic performance through increased government consumption by the different expenditure agencies.
Ruto pointed out that more than Ksh60 billion in funding from the government has been allocated to guarantee the continuous provision of services to the populace. Also, to pay for unpaid debts and other urgent demands, the recurrent budget has been boosted by Ksh94 billion.
The Supplemental Appropriations Bill, 2023 includes capitation provisions for students entering Junior Secondary School to ensure a seamless transition. In addition, the bill has provided for the needs of students in Junior Secondary School.
Additionally, the measure included funding for both the hiring of new teachers and the upgrading of primary and secondary school facilities.
The Supplementary Appropriations Bill, 2023 contains provisions for school feeding under NACONEK as well as capitation for students entering junior secondary school to ensure a smooth transition, the hiring of additional teachers, improved school infrastructure for both primary and secondary schools, and the recruitment of additional teachers.
The State Department of Basic Education of the Ministry of Education is home to the semi-autonomous government organization known as NACONEK. Initiating the formulation, development, and revision of policies on all issues pertaining to nomadic education in Kenya is one of its primary responsibilities.
After giving his assent to the bill, Ruto said, “We have provided more than Sh60 Billion in the Supplemental Budget Bill (National Assembly Bill No. 4 of 2023) that would enable ongoing delivery of services to the people.
The President stated that in order to address the nation’s food security issues, both long-term solutions and crisis-relieving quick fixes are required. The majority of the government’s Ministries, Departments, and Agencies (MDAs) will be impacted by the supplementary law.
The event was attended by the Attorney General Justin Muturi, the Speaker of the National Assembly Moses Wetang’ula, the Majority Leader of the National Assembly Kimani Ichung’wah, the Chairperson of the Budget and Appropriations Committee Ndindi Nyoro, and the Chief of Staff and Head of Public Service Felix Koskei.
